After Wez gets hit by the arrow. You can see Vernon Wells or the stunt bike rider wearing small sunglasses or shades. I have always noticed this.

Probably overthinking the outfits or 'uniforms' of the villains and their gangs. Most of the villains were non-uniformed. The Landau passenger is never really seen in the film as I recall, but having seen what he is wearing, there could be any number of reasons he wears different gear - lack of bad cop uniform, lack of bad cop uniform in his size, he as a different role as the vehicle "gunner" and needs better armor, or heck even his personal choice, or maybe he's a member of a different gang on a ride along... I think the variety is creative and awesome. The costumes in MM2 are probably the best of any movie. I love the use of practical armor, like the shoulder pads, hockey helmets and pads, motorcycle crash helmets, leather studded armor, etc.
Clearly people scavanged and put on whatever fit and offered some level of protection.

It's no surprise that a good chunk of Humungus' gang are ex-cops & military teamed up with straight up punks (skinheads, bikers).
My theory is that the guy wearing a firefighter mask was once... well, a firefighter. It would fit into the general theme of civil servants turning onto the dark side and joining gangs.
There's of course a whole array of other explainations like personal outfit preference, an abundance of helmets or maybe Miller's need to cover up that guy's face completely.

The biggest tease of the whole Landau crew is that - (judging from that pic up there) - both of them are dressed from head to toe.
Interesting considering we only ever see them from the chest up.
Makes ya wonder why they even bothered dressing them completely, if we wern't gonna see them outside of the car. It certainly wasn't for the photoshoot.
Maybe a deleted scene or something?

They were probably in other scenes as well, playing other gang members.

Seemingly from the screenplay, the "Firefighter" is a Berserker/Bad Cop. Looking at the outfit, the only real deviation is the headgear. Fully dressed helps you get into character better from my experience and helps avoid any 'flubs' should you capture a detail or angle unintended.
Analysis if needed.... IMHO this is a Berserker/Bad Cop who has donned a "Gunners Helmet" for more protection from incoming projectiles, or maybe backpressure from the "Porta-Pack". Makes the most sense. I'd ask him, but he undoubtedly got killed in the rollover, because they substituted his Landau for the VF Valiant 4 door sedan hulk burned out in front of the compound gates........
