I was wondering, what tends to be the limit on hp for a street legal car, where noone seems to be able to go beyond? I've heard of guys with street machines with hp in the high 700s, but never heard of anything beyond that, for a car you can drive on the street anyway.

There is no right answer. Street legal, as our Rebel friend noted, means blinkers and wipers in many states (Bart, why do yer tahp wit a rebel accent?).
Can the car be driven 100 miles w/o incident?
Can it comfortably handle stop/go traffic?
Does it idle under 1500 rpm?
Does the driver like how it drives?
The question is--is it a road car that you want to drive on the street?
You could theorectically bring a funny car dragster (3000HP?) and get it qualified as street legal. But you wouldn't want it as a daily driver.
