Rictus and Scrotus question

Scrotus is cannon and appears in the comic. Of interest is both are wearing breathing devices and Rictus is wearing something on his jaw.
What is the jaw thing?
What is the purpose of the breathing device? Do they have asthma??
Rictus in the comic is claimed to be low intelligence/somewhat retarded, but in the movie he is not specifically shown in this way.

I didnt have any previous knowlegde of rictus and as soon as he spoke in the movie i thought, he has some sort of mental retardation.
I thought he was a waste of a good character against max similar to the toecutter and wez. But i presume his purpose was to reenforce the defective births of Jo's previous children and the one that died would have been normal.

I'd imagine its some sort of emphysema like illness from exposure to radiation or some other sort of nasty shit

This is what Rictus looked like originally in concept art from 2001 I think. He's got a major problem with his jaw, it's being held in place with braces and it's constantly open.
It's safe to assume they couldn't do that in the movie (the damage to Rictus' face is quite severe) so they opted out for a rubber chin strap holding his jaw in place.

Yes he is, the first time he talks he doesn't sound too intelligent, just grunts 'good' with this 'dumb' voice after he tasted milk. He fights with Corpus Collosus over the monoscope like a child "I wanna see I wanna see!" and Corpus Collosus goes "Rictus, go and see what's agitating DAD!" haha
Then there's the funny scene where he's playing around with a flamethrower on his monster truck and one of the Imperators has to put him in place saying something like "Rictus! RICTUS! No more flames! We have to protect the Wives!"
Yeah, Rictus is pretty dumb.

Wasn't it mentioned in an interview or something that is wasn't so much illness as it was simply they can "afford" to have luxuries like clean air masks or oxygen tanks etc.?
