I believe Randy told me part of Max's opening narration goes like "I was a cop. A road warrior" but the definitive answer is coming in the form of a prequel comic written by Miller at the end of May.

George Miller said the movie is set 40 or so years in the future and Max looks about 40 in this film.

My (somewhat educated) guess is that Max was well in his teens when things went bad in Australia. Here's why:
Miller mentioned that Mad Max was inspired by how rapidly people turned against themselves after the 70's oil crisis - people literally started fighting over fuel overnight. So for Mad Max he set up a scenario of the Gulf War that suddenly threw the world into a downward spiral real fast. In Mad Max it doesn't look like the whole world went to shit yet, so I'm guessing the process was going on for a while, a couple of years maximum. Max is in his early 20's in the movie. So - 20's minus a couple of years - Max was in his teens when things started to go bad. It's probably also the reason he joined the force - because he remembered how things were normal in his childhood and early teen years.

If you read the book, it gives a good idea of how max came to be a cop etc.
