Last few posts seemed to have nailed it.
It's definitely a phone/walkietalkie board, curved front edge would indeed indicate a cell phone.

I checked that same shot to make sure it was still there and unchanged, but actually someone posted a costume showcase from an event with direct photos of it awhile ago and that's where the discussion started.
