Well guys, when I started looking into the graywater situation and all of that last week, it began a chain of events that resulted in me now choosing a new location for the event.
It turned out that El Mirage dry lake has a lot of restrictions. No pooling of water was allowed on the dry lake (no showers). No tent spikes or any penetration of the dry lake bed was allowed. Of course, we could have camped & showered on the desert around the dry lake, but it's fairly bushy and just not very good for setting up a huge camp or for vehicle access. In addition, we couldn't have any type of amplified sound (bands or DJ's) since we would have neighbors about a mile away who would complain. As a matter of fact, they apparently complain a lot, and would call the rangers even if one of us did a doughnut on the dry lake.
The folks over at the Bureau of Land Management (BLM) offered to show me some other options, and I was able to take a look at a great spot yesterday. It's called Soggy Dry Lake (no, it's not soggy). It's about 45 minutes farther from LA than El Mirage, but it's a much better place for this event. It's secluded, and we'll be free to do whatever we want there. It's surrounded by hills and there is a 3.5 mile unpaved road on the way in, which was just graded last month thanks to "Priest" - a post-apocalyptic film coming out next year. We can shower anywhere, camp on the edge of the dry lake, hammer spikes into the lake, and make all the noise we want. Campfires are also OK.
The BLM guys also informed me that live bands are unfortunately not allowed to play anywhere on southern California public land. This was true of El Mirage and it will also be true for Soggy, barring some last-minute miracle. However, they will allow DJ's and we already have 2 DJ's working on mixing some fat beats with samples from the movies (which should be very cool!), and there will always be Wasteland Radio.
I'm sorry if the venue change is an inconvenience for anyone.

Thanks for letting us know about the new venue, not that it bothers me at all, i would be just more concerned if the DATE wasnt to change.
45 mins further out aint to bad, at least its in the same state lol, sorry i opened up a can of worms regarding grey water but then there
were alota other restrictions also form what uv said, at least it wasnt the wkend its on and all this came about, better earlier than latter.
Part of hiring an RV is you cant take it on dirt roads, but then its an access road lol, and what they dont know dont hurt them.
Do you have an idea where the nearest shops are and servos near this new venue, as i bet some will want to know. or what is
the nearest town?. look on the net some will say so ill do that lol.

That is fantastic news. Not sure why BLM distinguishes between a live band and a DJ, but...yeah.

As per the RWWE FAQ:
"If you are not a resident of California and your OHV is not registered in your home state, you are required to have a "Nonresident" OHV permit, issued by the California Department of Parks and Recreation, to legally operate your vehicle in the state of California The Nonresident decal is to be displayed in the same location on the OHV as that specified for California Green sticker registration decals."
And that's pretty much what the ca.gov site says too. If your OHV is registered in OR, you're fine! If it's not registered anywhere, you're fined!
