All certainly reasonable speculation. No sea equals no borders. Citadel could be an old sea bed for all we know. Would explain why there's nothing there and still a water supply.

Miller said the Citadel was inland away from teh irradiated coastline and drawing artesian water
I do have a theory though in the game an area is referred to as the Great White , the stretch of coastline between Melbourne and Perth is called the Great Australian Bight and giving its proximity to the locations on the first 3 movies this could be some sort of clue to a location , if the sea level dropped just enough to expose the continental shelf around Australia you would have extra masses of land

Well, a little off-topic with this one, but Glory related anyway: At a Q&A in Los Angeles last night, Miller said Glory is not supposed to be Max's kid. She is indeed another victim Max couldn't save so she haunts him, and has replaced his dead son as the focus of his guilt. He also says there's a great story to be told about what happens before Fury Road which leads me to believe you can forget any prequel comic/video game storylines.

Maybe Wasteland will tell that story. The official Fury Road picture has an area below Gastown called "Wastelands" and there is a buried city there. Hopefully we get to see both of those.
